NOTICE: SCRAR Bylaw Change-Fair Housing Training Requirement

REALTORS® are required to complete a minimum of 2 hours of Fair Housing training in 3-year cycles starting in 2025.

The training must meet specific learning objectives and criteria established by the National Association of REALTORS®.

The current three-year cycle will begin on Jan. 1, 2025, and end on Dec. 31, 2027.

Beginning in 2025, every REALTOR® member will be required to complete approved Fair Housing training for a minimum of 2 CE. This requirement will sync with the three-year Code of Ethics cycle (January 1, 2025 - December 31, 2027).

The SCRAR Board of Directors adopted the mandatory bylaw provision for the continuing member requirement in August 2023.

On October 17, 2024 the SCRAR Board of Directors adopted the New Member requirement and required new members to complete the requirement within 30 days of application to join the Association.

Courses satisfying the NAR requirement are:

  • At Home With Diversity, a course to help real estate professionals work successfully in an increasingly diverse marketplace

  • Bias Override: Overcoming Barriers to Fair Housing, a course to help real estate professionals identify and interrupt stereotypical thinking to avoid fair housing pitfalls

  • Qualified equivalent courses provided by state and local associations, institutes, societies and councils, and their partnered providers

  • Qualified equivalent fair housing courses approved by state licensing authorities for an existing state fair housing requirement

  • A to-be-created non-residential practitioner course focused on bias and anti-discrimination training

Fairhaven, NAR’s online fair housing simulation, will also be updated to meet the stated learning objectives and two-hour minimum time frame so that it can be included in the list of qualifying courses and serve as the no-cost option.

To be eligible, courses must be provided by state or local associations and their partners, or approved by state licensing authorities.

Register for an online continuing education class with the CE Shop, and it will also fulfill your NAR requirement. Click here too see classes offered, and approved by SCRAR.

Why did the NAR Board of Directors feel this was necessary? A pillar in NAR’s Fair Housing ACT Plan is Training. The Fair Housing Committee found that less than half of states require regular Fair Housing training as a condition of maintaining licensure. Many REALTORS® currently have no requirement for Fair Housing training of any kind. Providing equal professional services is an essential part of our commitment to a higher ethical standard.

Strong fair housing practices are vital for our communities and our economy. Discrimination in the housing market limits homeownership opportunities for qualified buyers and distorts the market.
